Many Greater Victoria homes on 100-amp service can take a single-head ductless heat pump on a new dedicated circuit, at about $500–$1,500our estimate. Central systems with electric backup, multi-zone systems and homes that already carry an electric range, dryer, water heater or EV charger are where the electrician's load calculation may call for a service upgrade to 200 amps, at $2,500–$6,000our estimate with BC Hydro involved. Only a licensed electrician can answer for your house, from a load calculation, not from the panel's label.
Conditions and exceptions
- The answer is a calculation, not a rule of thumb: the code load calculation counts your existing loads, floor area and the heat pump's rated draw. Two houses with the same panel can get different answers.
- A full panel is not the same as an undersized service. If the service can carry the load, a panel swap or sub-panel ($1,500–$3,000our estimate) solves it without BC Hydro.
- The Energy Savings Program electrical upgrade add-on applies only when a fossil-fuel-to-heat-pump switch needs a utility service upgrade; a panel-only change is not rebated, and electrically heated homes are outside it.
- Never open a panel cover to check. Photograph the closed panel and the outside meter base instead; that is enough for a first read.

How an electrician decides
The panel's main breaker tells you the service size; it does not tell you whether there is room. The electrician adds up the loads the code counts, the house's square footage, the range, the dryer, the water heater, any electric heat you are keeping, an EV charger, then adds the heat pump's rated draw and, for a central system, the backup strip. If the total fits under the service rating, a new two-pole breaker and circuit is the whole job. If it does not, the options are load management (a device that sheds the EV charger or backup strip when the house is near its limit), a larger service, or a smaller heat pump design.
The local pattern is fairly consistent. Post-2000 Westshore houses with an electric furnace usually have the capacity because the furnace was the big load already. 1960s to 1980s Saanich and Gordon Head homes with baseboards often have a 100-amp service that is fine for a couple of ductless heads and tight for a central system with a strip. Pre-1950 Victoria, Fernwood and James Bay houses can have 60-amp services or original wiring, and land in the $4,000–$8,000our estimate tier.

What a panel or service upgrade costs in Greater Victoria
Four tiers cover almost every house. The figures are our estimate from Lower Mainland electrician tiers cross-checked against the electrical lines Victoria installers publish; no Island electrician publishes its own pricing, so treat them as BC-wide. The service upgrade tier is the one with a schedule risk as well as a cost: it needs a BC Hydro service change, which the electrician coordinates, and the site has no verified figure for how long BC Hydro takes on the Island, so ask the electrician for the current lead time before you book an install date around it.

The electrical service upgrade rebate, and who it is not for
The Energy Savings Program has an electrical service upgrade add-on worth Level 1 / any-income examples — ductless-single: $5,000; ductless-multi: $5,000; central-ducted: $5,000 at income Level 1, with lower caps at Levels 2 and 3. It has three conditions that rule out most people who search for it: the upgrade must be part of a natural gas, propane or oil to heat pump switch under the program; a utility line upgrade (the BC Hydro service change) must be required; and the registered contractor manages the upgrade. A panel-only change, a sub-panel, or an upgrade in an electrically heated home gets nothing from this add-on, and the CleanBC Home Renovation Rebate for electric homes has no electrical component at all. Income limits are 1 person: $51,100 / $63,900 / $102,100; 4 people: $94,900 / $118,600 / $189,800 (Level 1 / 2 / 3); the program decides eligibility.
A second local complaint: installers who quote the heat pump but not the electrical, or offer only a sub-panel. Ask early whether the quote includes a licensed electrician's load calculation and any service upgrade, or whether you must hire that separately; two quotes that differ by the service upgrade are not comparable.
Permits: City of Victoria versus everywhere else
An electrical permit is required to connect a heat pump; a licensed electrical contractor normally applies on your behalf. A first read needs four photos and no tools: the panel with its door open but the inner cover in place, close enough to read the main breaker number; the breaker directory on the door; the outside meter base and the incoming wire; and the nameplate of any electric furnace or water heater. - What breaker size does a heat pump need?
