How installers are vetted
We work with one designated installer per area, not a list. A homeowner who says yes is introduced to that one installer, and nobody else. No partner is active yet: requests are saved, reviewed by a person, and matched with your consent once an installer passes the checks below.
What we check before an installer receives any request
- Registration with the Home Performance Contractor Network, which the provincial and BC Hydro rebates require. Work by an unregistered installer forfeits the rebate.
- Licensing to pull electrical (and where needed gas) permits through Technical Safety BC, or the City of Victoria inside the City.
- Capacity to respond: an acknowledgement and a real call within a defined time, follow-up attempts, after-hours text-back, and a willingness to report what happened to each request (contacted, appointment, quote, won or not).
- Written quotes that state equipment model and capacity, electrical scope, permits, removal, rebate handling and warranties, so they can be compared with the quote comparison.
- A clean record on the consumer-protection points homeowners raise most: no door-to-door pressure, no loans opened in the homeowner’s name without clear consent, no rebate promises the program has not made.
What the partner gets, and what it pays for
Only cases that meet fixed readiness rules (homeowner or decision-maker, a concrete project, a timeline or a visit window, a property in the service area, reachable, and an explicit request) and that carry the homeowner’s recorded consent. We work with one vetted installer per area. Selection looks at credentials (Home Performance Contractor Network registration, Technical Safety BC licensing), capacity, response discipline and willingness to report outcomes. Terms are set from measured results after a pilot, not from list prices.
How we are paid: when a homeowner asks to be connected and gives explicit consent, we share their details with one designated local installer, and we may receive a referral fee from that installer. Nothing on this site is paid placement; estimates, comparisons and guides do not change based on who pays us. We are not affiliated with any government, utility or rebate program, and we are not an installer.

- A short follow-up from us asking how it went. That answer is how installers stay, or stop being, partners.
Rules that make the checks matter
Every figure below is quoted from the source shown or is our labelled estimate. Verified dates are the day we last checked the source.
- Permits for a residential heat pump in BC
- An electrical permit is required to connect a heat pump; a licensed electrical contractor normally applies on your behalf. In the City of Victoria the City issues electrical permits; everywhere else in Greater Victoria it is Technical Safety BC. A gas permit is required when a furnace or boiler is removed.
- Homeowners may hold their own electrical permit for their principal residence, except strata lots, non-strata duplexes and homes with a business; like-for-like thermostat swaps need no permit. · Strata owners cannot hold homeowner electrical permits; written strata approval is needed before an outdoor unit goes on common property, and before a rebate pre-approval code.
